Ballinger National Bank was chartered in April 1997 by James L. Springer and his sons Phillip and David Springer. The Springer family had previously been associated with The First National Bank of Rotan, Rotan, Texas since 1945 prior to establishing Ballinger National Bank. In 1989, The First National Bank of Rotan acquired the Farmers & Merchants State Bank in Ballinger and made it a branch of the Rotan bank. In 1997, the Springer family sold The First National Bank of Rotan to local investors and converted the Ballinger branch into an independent institution, Ballinger National Bank.
